Leadership team

Scott Carr

Chief Executive Officer

Scott has led JASCO since 1997, bringing over a decade of experience as a Naval Combat Systems Engineering Officer with the Canadian Navy. His expertise includes analysis of acoustic signatures of air and water guns, propagation modelling and monitoring of underwater sound, and acoustic source detection and localization.

Scott holds a Master’s in Acoustics from Penn State and a Bachelor’s in Mechanical Engineering from the Royal Military College of Canada.

David Hannay

Chief Science Officer

David has been with JASCO since 1989 and is a leading expert in underwater sound measurements, signal processing, and acoustic modeling. He has extensive experience assessing the environmental impacts of industrial underwater noise and has planned, managed, and participated in numerous acoustic monitoring programs worldwide.

David holds a MSc in Physics (Underwater Acoustics) and a BSc in Physics from the University of Victoria.

Roberto Racca

Chief Communications Officer

Roberto joined JASCO in 1986 and specializes in sound source detection and localization, propagation modeling, and monitoring of underwater and airborne sound. He plays a key role in the development of international standards for acoustic impact assessments on marine fauna and has a distinguished background in medical physics and electro-optics. In 1994, he was awarded the Hubert Schardin Gold Medal for innovation in high-speed imaging. Roberto holds a PhD in Physics (Electro-optics), a MSc in Physics (Experimental Fluid Dynamics), and a BSc in Physics and Applied Mathematics from the University of Victoria.
